Project: "Electoral reform to strengthen the power of agents of change and support public dialog"
Overall objective is to promote irreversible democratic transformations in Ukraine in the sphere of protection of electoral rights and interests of citizens and publicity of election administration through implementation of large-scale electoral reform and strengthening the positions of civil society in political dialogue on conflict territory.
Objectives №1
Amendment of the law on parliamentary elections and local elections with broad involvement of all stakeholders at national and regional levels as well as working out a unified position on the introduction of new electoral system in Ukraine
Objectives №2
A launch of of public ombudsmen network on a permanent basis to protect the voting rights at the national and regional levels, for the purposes of prevention of violations, prosecution of offenders and analysis of law enforcement activities and judicial practices in relation to criminal offenses.

Exploring the specifics of the organization and conduct of elections in conflict areas, as well as modeling the use of various electoral systems and procedures prior to the organization of elections.

Increased transparency and accountability of election administrations, as well as prevention of undue influence on voting results through introduction of open data services concerning political processes in Ukraine (election data, financial data etc.)
Estimated results
Results №1
Draft amendments to the law on parliamentary and local elections that are developed in an inclusive manner with due account for the positions of stakeholders and citizens of Ukraine who are well informed about the reform goals and methods.
Results №2
Public ombudsmen network for the protection of voting rights works in all regions of Ukraine, conducts systemic monitoring and analysis of criminal proceedings opened over election fraud in the 2017-2020 timeframe of the police and judiciary activity.
Results №3
The risks, organizational and administrative problems which may arise during the conduct of elections in conflict areas are assessed.
